The Delhi Pollution Control Committee (DPCC) on December 09, 2025, issued directions under Section 31A of the Air (Prevention and Control of Pollution) Act, 1981, to curb dust pollution arising from roadside storage, sale, and transportation of construction materials in Delhi. These directions follow persistent poor air quality levels and repeated interventions from the Hon’ble Supreme Court, NGT, and the Commission for Air Quality Management (CAQM).
DPCC noted that unregulated roadside activities involving materials such as sand, bricks, cement, tiles, bajri, and stones generate significant levels of PM10 and PM2.5, contributing to Delhi’s air pollution burden. The directions are also aligned with CAQM’s modified order dated November 21, 2025, issued under the Graded Response Action Plan (GRAP). Given the seriousness of the issue, stringent measures have been deemed necessary.
Accordingly, all concerned authorities are directed to remove unauthorized building material vendors from footpaths, roadsides, pavements, and other public lands; prohibit any uncovered storage, sale, or transport of construction materials; and confiscate such materials where found stored illegally or in open conditions, while imposing penalties as per applicable MCD Acts, rules, or bye-laws.
